Description

I would like to be able to administer which usernames can create users on my custom domain. At the moment I think that once a custom domain has been joined to Holos, anyone can add a user to that domain. This is not what you want when using your private domain.

Use Case

Users will be able to create accounts on other peoples custom domain. This is not what the domain owners want.
